ADMINISTRATIVE ORDER NO. 192
ORDERING A “HUMANITARIAN OFFENSIVE” IN BASILAN , SULU AND OTHER AREAS OF THE AUTONOMOUS REGION OF MUSLIM MINDANAO
WHEREAS, the Autonomous Region of Muslim Mindanao is the poorest in the country;
WHEREAS, economic development remains our principal weapon against terrorism, which we draw from the arsenal democracy;
WHEREAS, despite the recent hostilities, Basilan and Sulu are no means a war zone.
WHEREAS, ongoing peacekeeping operations against rearguard actions of a despised and defeated group are meant to clear the path for the journey of the provinces of Basilan and Sulu to peace and progress which terror has delayed for so long;

AN ACT PROVIDING FOR AN ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO
Preamble
The people of the Autonomous Region in Muslim Mindanao, imploring the aid of Almighty God, in order to develop a just and humane society and establish an Autonomous Regional Government that is truly reflective of their ideals and aspirations within the framework of the Constitution and national sovereignty, as well as the territorial integrity of the Republic of the Philippines, and to secure to themselves and their posterity the blessings of autonomy, democracy, peace, justice and equality, do ordain and promulgate this Organic Act through the Congress of the Philippines.

AN ACT FIXING THE DATE OF THE PLEBISCITE FOR THE APPROVAL OF THE AMENDMENTS TO REPUBLIC ACT NO. 6734 AND SETTING THE DATE OF THE REGULAR ELECTIONS FOR ELECTIVE OFFICIALS OF THE AUTONOMOUS REGION IN MUSLIM MINDANAO ON THE LAST MONDAY OF NOVEMBER 2001, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 9054, ENTITLED "AN ACT TO STRENGTHEN AND EXPAND THE ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 6734, ENTITLED 'AN ACT PROVIDING FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO,' AS AMENDED," AND FOR OTHER PURPOSES
Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
Section 1. Date of the Plebiscite. - The date of the plebiscite for the approval of the amendments under Republic Act No. 9054 shall be held not later than August 15, 2001.

AN ACT AMENDING FIXING THE DATE OR REGULAR ELECTIONS FOR ELECTIVE OFFICIALS OF THE AUTONOMOUS REGION IN MUSLIM MINDANAO PURSUANT TO REPUBLIC ACT NO. 9054, ENTITLED "AN ACT TO STRENGTHEN AND EXPAND THE ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 6734, ENTITLED ‘AN ACT PROVIDING FOR AN ORGANIC ACT FOR THE AUTONOMOUS REGION IN MUSLIM MINDANAO’, AS AMENDED
Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
Section 1. . Date of Election. – The regular election fro regional Governor and Regional Vice Governor and Members of the Regional Legislative Assembly of the Autonomous Region in Muslim Mindanao (ARMM) shall be held on the second Monday of August 2005. Succeeding regular elections shall be held on the same date every three years thereafter.
